A retired Naval Officer and defense executive specializing in P&L leadership and operational turnarounds. He has led large-scale manufacturing portfolios, transformed underperforming businesses to strong profitability, and driven significant growth with substantial earnings increases. Matt brings C-suite experience across prime contractors, PE-backed firms and startups, delivering results in major program capture and M&A integrations.

Bill is a proven executive with 30+ years in defense and aerospace R&D, product development, and manufacturing. He has successfully led business operations using lean techniques and effective team building across energetics, space applications and various manufacturing environments.

At DIA, he supports business development efforts by researching opportunities through SAM.gov, managing and analyzing data in Excel, and assisting with NAICS mapping to support structured opportunity tracking and search optimization.
