Joe is a results-driven, transformational leader with 40+ years of experience in the U.S. defense acquisition sector. As a former senior civilian leader with the U.S. Army at Picatinny Arsenal, NJ, he has performed numerous engineering and managerial roles in support of armaments and ammunition R&D and systems acquisition, with a track record of fulfilling leadership roles with escalating responsibilities and delivering superior results. 

He has demonstrated excellence in managing complex armaments and munitions RD&E projects, is proficient in shaping and implementing Federal policy and regulations, establishing industry partnerships, developing customer revenue streams, and driving impactful organizational change initiatives. 

Joe maintained a SECRET clearance, has a B.E. in Metallurgy and a M.S. in Materials Science from Stevens Institute of Technology and has also earned an MBA from the Fairleigh Dickinson University Silberman School of Business. Joe is also is a certified Six Sigma Black Belt, a member of the Beta Gamma Sigma International Honors Society for Business, a graduate of the DAU Senior Service College Fellowship program and the Partnership for Public Service Excellence in Government Fellowship program.
