Chuck Neary is a retired Navy Captain (CAPT) with over three decades of distinguished service and leadership in the United States Navy. He holds a Bachelor’s Degree in History from the University of Scranton and a Master’s Degree in National Security Strategy from the U.S. National Defense University, National War College at Ft. McNair, Washington, D.C. His commitment to continued professional development is further evidenced by his graduation from the Marine Corps Command & Staff College in Quantico, VA, and the Navy Corporate Business Course at Kenan-Flagler Business School.
During his Navy career, Chuck cultivated extensive expertise in strategic operations, defense planning, and leadership. His deep understanding of national security strategy and his experience in senior command roles positioned him as a respected leader within the Navy and among his defense colleagues. Chuck’s robust educational background, paired with his practical military experience, equipped him with the ability to navigate the complexities of modern warfare and defense planning, while also driving the development of cohesive and effective military teams.
Following his retirement from the Navy, Chuck transitioned seamlessly into the defense industry, where he spent 13 years at General Dynamics Mission Systems (GDMS) as the Director of Surface Navy Programs. In this role, Chuck was responsible for developing and executing comprehensive business development strategies across a broad range of GDMS products and services. His portfolio included some of the Navy's most critical and advanced systems, such as the Expeditionary Fast Transport (EPF), Littoral Combat Ship (LCS), Air & Missile Defense Radar (AMDR), and cyber defense solutions.
Chuck's leadership at GDMS extended beyond naval systems to emerging technologies in cyber defense and networked training requirements. He played a pivotal role in guiding the company's efforts in combat systems integration and LTE initiatives, ensuring that GDMS remained at the forefront of innovation in defense technology. His ability to anticipate the evolving needs of the Navy and the Department of Defense allowed him to successfully position GDMS products in strategic contracts and programs.
